BCLT End of Year Report for 2023/24.
The first year of BCLT’s operation was focused on the following objectives.
- Establishing the CLT formally – this was completed with the registration of the CLT at the FCA with the assistance of the CLT Network. BCLT’s registration number is 9072
- Establishing a web presence to be a spring board for wider public engagement.
- Be an active member of the CLT Network and register our project with the CLT Network.
- Ensure Eastleigh Borough Council would support BCLT in its objective to develop Botley Fields.
- Ensure Hampshire County Council (HCC) was aware of BCLT’s intent to purchase Uplands Farm.
- Identify the partners and investors required to develop Botley Fields.

All these objectives have been successfully completed. Thanks to the whole BCLT team for realising the 2023/4 objectives.
The Botley CLT Accounts for 2023 -24
Please see the summary of BCLT’s accounts for financial year 2023-24

For financial year 2023/24 the aim of BCLT was to become established. Then build a team and the financial backing to achieve the stated outcome of developing Botley Fields.
BCLT has been funded by the three founding directors and the core advisory team. During financial year 2024/25 outside investment has been sourced to enable BCLT to pursue its ambtions of purchasing Botley Fields and creating a new community led housing development. This investment will pay back the debt incurred during this year.
More news on the investment partner will be published soon.
BCLT Future Plans and Strategy
Moving into 2024/25 good foundations have been laid regarding the relationship with Eastleigh Borough Council, with a memorandum of understanding committing both parties to collaborate on the development of Botley Fields. Alongside engagement with HCC Estates Team to understand the sale schedule for Uplands Farm.
Investment has been identified and will be announced soon.
Loooking forward to the 2024/25 period the objectives of BCLT are in three areas.
- Increase the number of directors and active local supporters. This is to grow the core teams access to talent and improve our representation (especially less male).
- Become active in our community engagement. Including having specific asks for the community (what to advise on and how to get involved); as well as ensuring the community is aware of BCLT’s objectives.
- Position ourselves to be in the most favourable position to purchase Uplands Farm from HCC.
The above is only possible once funding has been secured to pay for professional services that provide the following critical deliverables that feed into the above objectives.
- Land Value Model – so BCLT understand the land value.
- Legal Services – so our suppliers are formally under contract.
- Appointment of a master planner – so we can articulate via pictures and digital renderings as to how Botley Fields developed by BCLT will look and feel.
- Appointment of a development director to ensure a professional and sustainable approach is taken.
